Fishbeck staff have worked with the Toledo-Lucas County Port Authority (previously the Downtown Toledo Parking Authority) since 2004 on the evaluation and restoration of four parking structures. Evaluations were preformed every 3-4 years and included field investigations, written reports, and repair and maintenance plans. Restoration projects includes construction documents, bidding assistance, and construction administration services.
The Fishbeck team performed condition assessments of the One Government Center, Port Lawrence, Superior Street, and Vistula parking structures; and performed design, bidding, and construction administration services for restoration projects.
Condition Assessment — Performed a visual review of structural concrete elements and quantified areas of deterioration. Performed a chain drag (mechanical sounding) of representative areas at the supported slab to identify deterioration due to corrosion of steel reinforcement and to estimate the quantity of slab repairs required. Reviewed the effectiveness and remaining service life of joint sealants, expansion joints, traffic coatings, and other waterproofing elements. Provided a visual review of other components and systems to identify the general condition, and reviewed the performance of previous repairs. Prepared an itemized probable construction cost table summarizing our recommendations based on our research and field investigation. Prioritized recommendations into a multi-year repair approach to assist with budgeting.
Annual Repairs — Prepared construction documents based on the multi-year plan, updated the probable construction cost budget, and re-prioritized repairs as required to maintain the Toledo-Lucas County Port Authority budget. Provided technical assistant through the bidding and award phase. Provided construction administration and observation services.
