Gun Lake Tribe | Climate Action Plan

Gun Lake Tribe was the recipient of an EPA Climate Pollution Reduction Grant (CPRG) which required the development of a Preliminary Climate Action Plan (PCAP) and a Comprehensive Climate Action Plan (CCAP). The Tribe retained our firm to create these plans and a Quality Assurance Project Plan (QAPP) that align with USEPA’s requirements. 

Our team developed a PCAP that included a greenhouse gas (GHG) inventory and quantified GHG reduction measures to implement including solar energy, electric mobility, waste reduction, water use optimization, a benefits analysis, and a review of authority. The PCAP outlined prioritized, near-term actions to reduce GHG emissions while also evaluating the long-term reductions expected from full plan implementation. The plan focused on key sectors identified through the GHG inventory, encompassing both emission sources and carbon sinks. This project covered the Tribe’s extensive holdings, commercial and residential properties, and forested and farmed lands.
 

Our team also developed a CCAP, which included a GHG inventory, emissions projections and reduction targets, and quantified reduction measures, along with supporting analyses such as benefits evaluation, implementation authority, funding alignment, workforce planning, and coordination and engagement at the interagency, intergovernmental, and public levels. To achieve the overall objective of this project, the project followed a sequence of tasks that outline the work’s progression from the project’s start to the implementation of the results, ultimately leading to a finalized CCAP report. Fishbeck engaged in regular meetings with the Tribe’s Environmental Department staff, leading to a productive working relationship and the successful completion of the project.
