Kent County Department of Public Works, Michigan | PFAs Treatment Evaluation

To help Kent County tackle PFAS contamination at four landfill sites, Fishbeck led a strategic and data-driven evaluation of treatment proposals submitted under RFP No. 5685. The County was seeking a comprehensive, turnkey solution to address six leachate and contact water streams generated at the North Kent, South Kent, and Kentwood Landfills, as well as the Waste to Energy Facility.
Fishbeck partnered closely with KCDPW to craft a customized evaluation framework that aligned with the County’s technical needs, regulatory obligations, and budget goals. The evaluation criteria—ranging from life cycle cost and system resilience to sustainability and staffing—provided a clear and objective foundation for reviewing each proposal.
Out of thirteen proposals received, five standout teams were invited to interviews. After in-depth discussions and further technical analysis, two teams emerged as the top contenders. Fishbeck then conducted a rigorous 10- and 20-year life cycle cost analysis to compare the finalists. One base proposal proved to be the most cost-effective and operationally compatible, offering foam fractionation systems at three landfills and a GAC adsorption system for groundwater treatment at North Kent. While the base solution didn’t initially include on-site PFAS destruction, its design allows for seamless integration of future upgrades.
Fishbeck presented its findings in a final technical memorandum and formally recommended awarding the project to one group. The County’s decision reflects a smart, forward-thinking approach—implementing proven technology now, with the flexibility to adapt as PFAS regulations evolve.
This project showcases Fishbeck’s expertise in leading complex feasibility studies, aligning infrastructure investments with client goals, and supporting communities in managing emerging environmental challenges.
